Sulhu Sai Da Adalci (Reconciliation Requires Justice)

An ATJLF-funded effort, Sulhu Sai Da Adalci (meaning Reconciliation Requires Justice), is a manual by Green Advocacy for Conflict Prevention and resilience Building (GARCB), designed to support the resettlement and reintegration of repentant Boko Haram members associates and internally displaced persons (IDPs) under the Borno Model initiative led by Professor Babagana Umara Zulum’s administration. The manual aims to foster dialogue, reconciliation, and social cohesion, addressing broken trust caused by the decade-long insurgency.
The manual addresses challenges such as widespread community resentment against reintegration and leverages Sulhu, a traditional justice mechanism, to counter misconceptions and negative narratives. Over the next two years, it will be used to train over 2,000 peace and transitional justice stakeholders in Northeast Nigeria. Activities include workshops that began in October 2024 and a certification program in collaboration with the Centre for Peace, Diplomatic, and Development Studies (CPDDS) at the University of Maiduguri, extending into early 2026.
This initiative is part of ATJLF’s transitional justice project, aiming to establish sustainable community-level reconciliation in Borno, Adamawa, and Yobe beyond the project’s funding phase.
